In my opinon it is acceptable and an good method for getting predators, but the same with lots of things alot of people say its cruel.

Wouldn't do it myself do think its a bit cruel, and doesn't really do the image of anglers any good.
But I wouldn't criticise anyone for doing it, its up to the individual if your happy doing it then do it.

We stick hooks in carp, but we dont leave them tethered all day long while we wait for a bigger fish to come and eat them, must be very stressful for the poor live bait.

The use of carp is still a very acceptable way to catch and fish for cats all over the world MM. 3lb Roach or a 11lb carp, "in principle" there is little difference to a pike or a cat when it is in feeding mode.
I have no issues with livebaiting of any kind, but draw the line at "moving" fish from one water to another. I have not fished for Pike for a few years now, but when I did, I always used the "bait" fish from the water I wanted to catch the Pike from

its a very cruel way of catching another fish , and the sooner we as anglers ban it the better , i cant think of anything more likely to enrage joe public than a fish deliberatly hooked in the body with trebles .

I agree with Maple here... in these times, we have to seriously consider how angling is perceived by the non-angling public.
Anything such as this, will provide Anti's with the amunition they need to destroy the popular public opinion that angling is nothing more than a pleasant, perhaps a bit odd, but harmless pastime. Live baiting will largely be seen as barbaric, and most anglers would not endorse it.
We have to ask ourselves if it is actually 'necessary' to live-bait - and surely, there is nobody that will claim that it is... it's a method that no angler has to use in order to catch any fish in the uk.
